The North Jefferson-Blount Library Foundation set priorities to aid with the facility design. These recommendations include:

• Wireless Internet
• Children's area
• Teen or young adult reference and study areas
• A business research center area where community information is available to aid those interested in community planning and growth
• Classroom areas for community use and continuing education
• A computer lab
• More room for magazines and books
• A spacious work area for library staff to assist patrons
• A kitchen
• Adequate restroom space
• A coffee shop
